The Capital SouthEast Connector project is a 34-mile expressway designed to connect Interstate 5 (I-5) in the west with Hwy 99 (State Route 99), the Jackson Highway (State Route 16), and Hwy 50 (U.S. Highway 50) in the east, forming a critical transportation corridor through southeastern Sacramento.
The following three corridors comprise the entirety of the voter-approved project.
PROJECT STATUS
Kammerer Road
The SouthEast Connector Expressway’s 6.5-mile Kammerer Road corridor between Interstate 5 and State Route 99 in Elk Grove is being implemented in partnership with the City of Elk Grove and County of Sacramento.
Status:
Environmental review complete.
Initial construction of 3-mile segment between Bruceville Road and SR 99 completed in 2023. City of Elk Grove is currently updating the General Plan for this segment.
Final engineering design between Interstate 5 and Bruceville Road will begin in 2024, with right of way acquisitions anticipated in 2025.
Grant Line Road
At 19 miles between State Route 99 and White Rock Road, the Grant Line Road corridor is the SouthEast Connector Expressway’s longest and is being implemented in partnership with the City of Elk Grove, County of Sacramento, and City of Rancho Cordova.
Status:
Grant Line Road interchange at SR 99 and nearby Union Pacific Railroad grade separation projects are complete.
Improvements to Grant Line Road near the southern end of Bradshaw Road are complete.
Development of a Precise Roadway Plan with roundabouts planned in the rural Sheldon Area community between Bond Road and Calvine Road is complete. An environmental review is anticipated in 2025.
Environmental review on alignment between Calvine Road and SR 16 (Jackson Highway) is expected to be completed by 2030.
Improvements to Grant Line Road in Rancho Cordova are in final engineering design with construction anticipated in late-2026 or early 2027 for the alignment between Douglas Road and White Rock Road.
White Rock Road
The SouthEast Connector Expressway’s 9-mile White Rock Road corridor between Grant Line Road and US Highway 50 is being implemented in partnership with the County of Sacramento, City of Folsom, and County of El Dorado.
Status:
Silva Valley Parkway interchange at Highway 50 is complete.
White Rock Road Expressway Phase 1 is complete. Phase 2 has begun final engineering design with right of way acquisition anticipated in 2025.
